Colonel Thomas E. Fleming is a 1958 graduate of Syracuse University where he received a BA and his commission as a 2d Lieutenant of Armor. During his thirty years of service he has served in numerous Armor and Aviation unit assignments, (including command of four armored and air cavalry troops) within the: Armor Center; 1st Cavalry Division; 3rd Armored Division; 5th Mechanized Division; 25th Infantry Division; and Military District of Washington. At the Unit, Training Center, Installation, Major Command, Field Army, and Department of the Army levels he has served as a Commander, S 3 Air, Instructor, Maintenance and Supply Officer, Flight Operations Officer, Officer Assignment Officer, Force Integration Staff Officer, Command Aviation Officer, Executive Officer (Army Staff level) and Deputy Installation Commander. He is a qualified Master Army Aviator and has served as a Standardization Instructor Pilot, Instrument Flight Instructor, Maintenance Test Pilot, Tank and Aerial Gunnery Instructor, and Military Science Instructor. Col Fleming has been recognized for his expertise in air cavalry operations, armor and aviation material requirements, force management integration, personnel management and installation management. He has served as personal pilot and flight instructor for numerous high ranking Flag Officers including the Chief of Staff of the Army. He is qualified in 20 models of Army fixed and rotary wing aircraft and has flown over 3000 hours, 650 of which were flown in combat during two tours in Vietnam. Col Fleming has served in Korea, Germany, Hawaii, Vietnam and numerous locations in the Continental United States. In his last assignment at Picatinny Arsenal, NJ he served as the Director of Personnel Training and Force Development and as Director, Installation Support Activity for the US Army Armament Research and Engineering Center. In 1984 he transferred from Armor to the newly created Aviation Branch.
Col Fleming is a graduate of the Armor Officer Basic and Career Courses; Fixed and Rotary Wing Qualification Courses; Instructor Pilot and Aerial Gunnery Courses; Command and General Staff College; Installation Management and Personnel Management Courses; and the Army War College.
He is the recipient of the: Legion of Merit; Distinguished Flying Cross, with Oak Leaf Cluster; Bronze Star, with Oak Leaf Cluster; Meritorious Service Medal, with Oak Leaf Cluster; Air Medal, with V Device and 20 Oak Leaf Clusters; Army Commendation Medal, with V Device and Oak Leaf Cluster; Vietnam Service Medal, with 5 Campaign Stars; Korean Service Medal; Vietnam Campaign Medal; Army General Staff Identification Badge; and Master Army Aviator Badge. For his service with the 3d Squadron, 4th Cavalry, 25th Infantry Division in Vietnam he is authorized to wear the Presidential Unit Citation, Vietnam Cross of Gallantry, with Palm and Vietnam Civic Action Medal, with Palm.
He and his wife, the former Virginia "Ginnie" Maurer, both natives of Leonia, NJ, have two sons: Thomas, a Professor of Earth Science at Southern Connecticut State University and Jeffrey, a Contract Administration Specialist for a federal contracting firm in the Boston MA area.
In 1993 Col Fleming received a Master of Education degree from Marymount University, Arlington, VA and a Teaching Certificate for Secondary Social Studies from the Commonwealth of Virginia. In 2008 he was inducted in to the Syracuse University Army ROTC Alumni Hall of Fame and in 2012 he was inducted in to “The Honorable Order of St. Michael, Silver Award” from the Army Aviation Association of America
Col Fleming is an active member of the Army Aviation Association of America, Association of the United States Army and the 3rd Squadron, 4th Cavalry Chapter of the 25th Infantry Division Association.
